Job Description
Position Title: Accounts Officer
Work Location: The position is based at the National Secretariat in Accra
Working Environment: Office based but occasional travels
Job Purpose: Administration of the financial affairs of the institute that would ensure its financial health including general cost accounting and other related duties
Employment Type: Full Time Employment
Reports directly to: Executive Director
Internal Relationship:
The Accounts Officer shall engage internally with:
- Members of the Executive Committee
- Chairpersons and Treasures of Sectional and Special Interest Groups
- Individual and Corporate Members of CILT Ghana
External Relationships:
The Accounts Officer shall engage externally with:
- Accredited Training Providers
- CILT International
- External Auditors
- Other Stakeholders
Key Responsibilities:
The Accounts Officer’s responsibility shall include the following:
- Collecting all legitimate revenue due to the institute.
- Exercise control over expenditure in line with the institute objective and budget
- Keep a cash book for the Institution
- Prepare monthly, quarterly and annual bank reconciliation statements
- Summarise transactions for the period into ledgers
- Derive trial-balance from ledgers
- Prepare financial statement according to IFRS, National laws and other policies of the Institution
- Prepare annual budget / forecast for the Institution to the governing council for approval and implementation
- Maintain, review financial records and reconcile accounts payable and receivable
- Follow through on bills and claims submitted for payment
- Liase with the appointed external auditors to get the institute’s financial statement audited
- File tax returns for the Institution in line with GRA rules and regulations
- Recommend initiatives and reduce or eliminate the incidence of fraud.
- Payroll administration and payment of contributions
- Ensure compliance with statutory regulations, accounting and tax laws
- Evaluate internal management systems, procedures and risks in order to provide recommendations
- Maintain and archive financial records in line with statutory requirements
Key Performance Measures:
The Account Officer’s performance shall be measured by the following KPIs:
- Promptly submission of monthly and yearly accounts
- Timely submission of tax returns and social security obligations
- Timely submission of yearly budget
- Timely issuance of annual subscription invoices to institute members and corporate members, and candidate local fee invoices to ATPs
- Speed of institute’s debt recoveries
Educational Qualification:
The Accounts Officer shall hold:
- A First Degree in Accounting Finance or its equivalent or
Fully or partly qualified in any of the following Professional qualification:
– ICA GH
– ACCA
– CIMA
Technical & Technological competencies:
The Accounts Officer shall possess the following Technical & Technological competencies:
- Knowledge of IFRS/IAS in the preparation of financial statement
- Knowledge of financial management, Accounting Practices and Standards
- Knowledge of the Tax/Levies Act
- Must be conversant with Accounting software
- Report writing, strong analytical and presentation skills
- Computer literacy and usage of spreadsheet software
- Good time management abilities and problem solving skills
Specific working experience:
Five years’ experience working as an Accounting Officer or a similar position in a reputable organization.
