Job Description

Role: Health, Safety, Security and Environment Manager

Location: Tema, Ghana

Our client, a mining, oil and gas services company based in Ghana is looking to recruit a highly experienced Health, Safety, Security and Environment Manager to join the team

ROLE

The purpose of this role is to provide guidelines for establishing safety policies and implementing programs that will reduce workplace hazards protect lives and promote employee health. Responsible for managing the HSSE Department and leading the HSSE team.

RESPONSIBILITIES

  • Develop and implement integrated management systems on HSSE for the Company.
  • Review and update organizational HSSE policies and procedures.
  • Lead and conduct internal audit on integrated management systems.
  • Ensure conformance/compliance with GPMS HSSE standards, policies and procedures.
  • Support preparation of and submit monthly performance report HSSE report to General Manager.
  • Ensure the business complies with applicable Ghana HSSE laws.
  • Liaise with governmental agencies (Police, Navy, Military, EPA, NPA, Security Commission etc.) on HSSE compliance issues.
  • Monitor HSSE standards (ISO) and align company policies accordingly.
  • Ensure HSSE related licenses and permits are up to date in the organization.
  • Ensure submit submission of routine regulatory reports to relevant government agencies.
  • Review denartmental SOPs and ensure inclusion of HSSE Awareness in all.
  • Lead, Coordinate and influence during hazard identification & risk assessment sessions e.g. HAZID’s, HIRA’s and Risk Assessments.
  • Inspect equipment, workplaces and eliminate or minimize hazards from processes.
  • Oversee implementation of operational control of work systems and procedures to include but not limited to: Permit to Work System, Lock-out/Tag-out System.
  • Support in the development of any required Operational procedures.
  • Review SOPs of all sub-contractors and monitor compliance.
  • miD emen contractor management system to tack contractors on sic.
  • Monitor to ensure in comorance or al Per requrements
  • Ensure that incident reporting and investigation procedures are adhered to and lead and/or participate in incident investigations and root cause analysis.
  • As/ When required visit controlled & monitored worksites to ensure appropriate levels of HSSE interaction, leadership and timely management intervention. Lead routine HSSE site inspection by management.
  • Liaise with HR Manager to conduct annual health screening for staff and review health status report in accordance with the permissible exposure limits.
  • Develop an assessment framework to ensure that the appropriate skills, and capabilities are in place to execute/ apply the standards, policies, procedures, and practices within the GPMS HSSE policy and procedures for Contractors.
  • Regularly assess and evaluate safety engineering & EHS construction standards, procedures, and practices adopted by Contractors.
  • Identify HSSE training needs and arrange for in-house training as and when required.
  • Develop and nurture Hsse representatives trom all departments.
  • Design training programs for staff (inclusive of induction for visitors).
  • Implement and manage a scheme of award and recognize HSSE compliant staff.
  • Develop ERPs, response team and organize quarterly drills on all emergency procedures.
  • Maintain GPMS Emergency Response Plans.
  • Provide Emergency Response technical support to site management staff and contractors with regard to normal day-to-day operations and relevant incidents investigations.
  • Implement and maintain regular site emergency exercises schedule as per Emergency Response Plan.
  • Day to day management of employees in the department.
  • Oversee the setting, review and achievement of department’s KPIs as well as that of individual team members.
  • Support HR Department’s efforts in employee engagement, talent management and overall management of employee life cycle of your team members. Responsible for team’s motivation and moral.

KNOWLEDGE, SKILLS AND EXPERIENCE

  • A minimum of a Master’s Degree in Engineering, Physical Sciences or related Field.
  • Professional certification in IOSH or NEBOSH highly required.
  • 10 to 15 years’ proven experience in HSSE in Heavy Industrial Business or Offshore Oil and Gas in a comparable role. Solid knowledge of state and local statutes and ordinances on fire safety and prevention, loss control, hazardous chemical, electrical, noise pollution and the environment
  • Valid driver’s license.
  • Ability to multitask, prioritize and manage time efficiently.
  • Ability to physically stand, bend, squat and walk throughout the workday.
  • Excellent verbal and written communication skills
  • Proficient computer skills in Microsoft of Suite.

PHYSICAL REQUIREMENET

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting and or carrying up to 10 kg, climbing up to 10m, perceiving color differences,

and the ability to wear personal protective equipment.
