Job Description

VACANT POSITION – HEAD OF HUMAN RESOURCE (HR)
MAJOR DUTIES
The Head of Human Resource Management shall be tasked with the management of the human resource Unit/Department of the University College in the Office of the Registrar. He/she is responsible to the Registrar for the strategic management and development of the human
resource of WIUC-Gh.

QUALIFICATION AND EXPERIENCE
He/She must be Deputy Registrar/Senior Assistant Registrar or analogous rank, must possess a minimum of postgraduate degree in a relevant discipline with not less than five (5) years post-qualification experience as a senior member in a reputable tertiary educational
institution or analogous organisation.
Having a background in Human Resource Management/Development, Industrial Psychology, Organisational Development or Law as well as being a member in good standing of a recognised professional body will be an added advantage.
The Head of Human Resource Management shall:

  1.  Advise and support Management on all matters relating to strategic human resource management of the University College;
  2.  Provide day-to-day leadership and management of staff in the Human Resource Department;
  3.  Develop and administer various human resource policies, programmes and procedures for staff of the University College;
  4.  Prepare and maintain handbooks for policies and procedures, and ensure that policies are kept up to date;
  5.  Perform compensation and benefits administration in collaboration with the Finance Directorate;
  6.  Oversee recruitment processes in consultation with Faculty Deans, Heads of Department as well as other unit heads;
  7.  Plan and ensure execution of staff orientation and career development training programmes;
  8.  Draw and maintain an effective succession plan;
  9.  Implement and maintain Human Resource Information Systems and ensure effective records management;
  10.  Manage an effective Performance Management System;
  11.  Ensure all Job Descriptions are kept up to date, and create new Job Descriptions, as and when necessary;
  12.  Provide reports on staff turnover, cost of recruitments, reference checks, and other related issues; and
  13.  Perform other duties assigned by the Registrar.
TERM OF OFFICE
The position is a four-year term at inception, renewable subject to satisfactory performance.
