Job Description

Position Overview:

The Operations Officer will play a crucial role in ensuring the smooth and efficient operation of the association. This position is responsible for supporting the Head, Compliance & Operations in managing daily activities, optimizing operational processes, and ensuring regulatory compliance.

Key Responsibilities:

1. Operational Support

Assist in the development and implementation of operational policies and procedures.

Support the day-to-day operations of the association, ensuring all activities run smoothly and efficiently.

Coordinate with various departments to ensure integrated and aligned operations.

2. Compliance and Regulatory Management

Monitor and ensure compliance with local and international regulations relevant to the downstream petroleum industry.

Assist in the preparation for internal and external audits.

3. Risk Management

Identify potential operational risks and develop strategies to mitigate them.

Assist in crisis management planning and response to operational disruptions.

Ensure the secure and safe handling of petroleum products and related operations.

4. Data Analysis and Reporting

Collect, analyse and maintain operational data to provide insights and reports for performance monitoring.

Collect the necessary relevant market data for analysis and publishment.

Monitor petroleum product prices for industry analysis.

Monitor product inventories.

Analyse industry trends to provide valuable insights to member companies.

Create and maintain a database of all OMCs/LPGMCs regarding Certificates/Permits from EPA, GNFS, GSA, DFI, LUSPA.

Work with the compliance officers on the following:

Monitoring, and Renewal of EPA, GNFS, GSA, DFI, LUSPA & Other regulatory licenses and certification.

Establish and track key performance indicators (KPIs) related to operational efficiency and compliance.

Prepare reports and presentations on operational activities.

5. Project Management

Manage specific projects, such as implementing new compliance systems or operational improvements.

Ensure projects are completed on time, within budget, and meet the desired objectives.

6. Communication and Coordination

Facilitate effective communication and coordination between different departments.

Effective collaboration and cooperation with OMC/LPGMC Liaison Officers at the depots to address common challenges regarding the lifting of products at the various depots.

Assist in preparing and delivering presentations, reports, and other communication materials.

7. Continuous Improvement

Contribute to continuous improvement initiatives, identifying opportunities for operational and compliance enhancements.

Stay updated on industry trends and best practices, recommending innovations where appropriate.

Requirements:

A bachelor’s degree in Petrochemical Engineering, Chemical Engineering, Petroleum Engineering.

· Experience in an operations management position, or similar.

· Exceptional leadership skills.

· Fluent in English, both verbal and written.

· Excellent communication and interpersonal skills.

· Strong analytical and problem-solving skills.

· Good organizational and time management skills.

· Familiarity with Windows-based computer required.

· Proficiency in MS Office software.

· Knowledge of best business practices.

· Experience with data analysis.

· High level of statistical insight.

· Proactively identifies and recommends new/proposed policies and procedures as they relate to operations issues/opportunities; assists in the implementation of new processes and procedures.

· Demonstrate and apply in-depth knowledge of systems, functions, and procedures to identify and resolve issues to ensure overall team success
